College of Business and Economics | Annual Report 2023 RESEARCH PROGRAMMES Industrial Development Think Tank (IDTT) The IDTT was established in 2017 as a collaboration between the Department of Trade, Industry and Competition (the dtic) and the University of Johannesburg, which CCRED and SARChlIndustrial Development represented. This research programme is focused on structural transformation and industrial development in the South African economy. The final cycle of the IDTT research programme was completed at the end of March 2023. This multi-year programme has enabled CCRED to establish a reputation as a robust platform for industrial policy-related research, supported the development of international links, and facilitated the development of talented researchers guided and mentored by the best available expertise in this field. CCRED aims to build on these advantages by exploring the green hydrogen economy as a significant focus for reindustrialising the South African economy. CCRED contributed to six working papers, seven policy briefs, and two research workshops. Additional funding from the dtic has been secured through the Trade and Industrial Policy Strategies (TIPS) to support further work on structural transformation with an emphasis on a just economic transition (green hydrogen for reindustrialisation and energy regulation for the transition to a green economy) and regional value chains. The outputs delivered included five working papers and five policy briefs. OXFAM Study on Barriers to Entry and Participation by Women in Value Chains This research seeks to analyse barriers to entry and the implications for the participation of womenowned small and medium enterprises in vegetables, poultry, wine, and citrus value chains in South Africa. The research will produce insights related to competition and industrial policy. At the end of March 2023, CCRED delivered three value chain assessment reports (Vegetables, Poultry and Wine Value Chains) and three fieldwork reports drawing on data from 100 interviews. In addition, CCRED completed two opinion pieces, hosted one research workshop, and delivered one Professional Training Programme (PTP) on Competition Law. The Centre secured funding for a third year of research (Year 3) from 1 April 2023 to 31 March 2024. Market Observatory, Value Chains and Food Systems The African Market Observatory (AMO) is an initiative to understand how markets work for small-scale food producers and consumers, within and across national borders, by collating and analyzing up-to-date pricing data. Competition authorities, especially regional institutions, are vital partners in this initiative. The quarterly price tracker development is motivated by the need for greater transparency of prices on the ground to more minor market participants. Data from the AMO has supported several studies. The data came from a study funded by the International Trade Centre (ITC) on the 92
